Section 54(1) in The Central Motor Vehicles Rules, 1989
(1)An application for the assignment of a new registration mark under sub-section (1)of section 47 shall be made in Form 27 and shall be accompanied by a no objection certificate in Form 28 along with the appropriate fee as specified in rule 81, within a period of thirty days from the date of expiry of the period specified in the said section:Provided that where a motor vehicle is intended to be kept in a State for a period exceeding twelvemonths and the owner of such vehicle makes a declaration to that effect, the application may be made at any time within the said period of twelve months.
