8. Procedure at the meetings of the Board.
(1)The Chairman, and in his absence, a member of the Board nominated by the State Government shall preside at a meeting of the Board.(2)All questions at a meeting of the Board shall be decided by a majority of the members of the Board present and voting :Provided that in the case of an equality of votes, the Chairman or the person presiding, as the case may be, shall, in addition to his vote as a member have a second or casting vote.(3)The quorum at a meeting of the Board and the manner in which the business of the Board shall be conducted shall be such as may be prescribed.
