Section 2(j) in Bihar Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2005
(j)"Competent Person" means a person so approved by the State Government, or Chief Inspector of Inspection of Building and Constructions, who belongs to a testing establishment in India, possessing adequate qualification, experience and skill for the purposes of testing, examination or annealing and certification of lifting appliances, lifting gears, wire ropes or pressure plant or equipment or such Competent persons as may be approved by the State Government;
