Section 43(1) in The West Bengal Panchayat Act, 1957
(1)A [Zilla Parishad] [Words substituted for the words 'District Board' by W.B. Act 27 of 1965.] may, with the concurrence of a Gram Panchayat and subject to such restrictions and conditions as may be mutually agreed upon, delegate to such Gram Panchayat any of its functions in the manner prescribed.
