Section 5(10) in The Orissa Veterinary Practitioners Rules, 1976
(10)Any candidate may withdraw his candidature by notice in writing subscribed by him and delivered to the Returning Officer up to 3 O'clock in the afternoon. On the first working day succeeding the date appointed for the scrutiny of the nomination, or where an objection is decided under Sub-rule (9), on the first working day succeeding the date of such decision. A candidate who has withdrawn his candidature shall not be allowed to cancel the withdrawal or to be re-nominated as a candidate for the same election. The candidature of any duly nominated candidate unless withdrawn in accordance with this Sub-rule shall remain valid.
