Section 20(1)(d) in The Bihar Narcotic Drugs and Psychotropic Substances Rules, 1985

(d)to any person authorised to purchase the drugs sold by the Rules in force in any part of India other than Bihar, any narcotic drugs in a quantity not exceeding the quantity which the purchaser may lawfully possess.
