Section 53(a) in The Punjab Minor Canals Act, 1905
(a)call upon the irrigators to discharge any of the liabilities specified in section 52, sub-section (1) which the [State Government] [Substituted for the word 'Provincial' by the Adaptation of Laws Order, 1950.] may have declared to attach to the irrigators from such canal or group of canals; or
