Section 19(1) in The West Bengal Security Act, 1950
(1)The State Government may, by general or special order, prohibit, restrict or impose conditions upon, the holding of or taking part in processions, meetings or assemblies which, in its opinion, are likely to disturb communal harmony or public order or tranquility.
