Section 5(1)(b) in Indian Administrative Service (Pay) Rules, 2016

(b)if he was holding a Group A post before appointment to the Indian Administrative Service, his pay shall be fixed at the same stage as the pay in the Group A post in the Level 10 of the Pay Matrix; and
