(2)[ Where, under this section, the [State Government] [Inserted by Ord. 64 of 1942, S.8. ] [has directed that all orany of the provisions of this Act shall apply to any class of persons in theservice of Government, the powers vested in the Central Government by section 3and section 13 shall be exercised in respect of that class of persons by the [State Government] [Inserted by Ord. 64 of 1942, S.8. ].]
