Procuring attendance of witnesses .-The commanding officer of the accused, the convening officer, or after the assembly of the Court, the presiding officer, shall take proper steps to procure the attendance of the witnesses whom the prosecutor or accused desires to call, and whose attendance can reasonably be procured, but the person requiring the attendance of a witness may be required to undertake to defray the cost, if any, of their attendance.
