(5)Any person preferring an appeal shall be entitled to inspect the file of the State Transport Commissioner and the application therefor shall be accompanied by a cash receipt or treasury challan of -(a)in respect of urgent inspection, .. ten rupees(b)in respect of an ordinary inspection, .. five rupees
