(3)Where a number is put up or painted on any premises under the orders of the Commissioner in accordance with clause (d) of sub-section (1), the expenses of such work shall be payable by the owner of the premises:Provided that the maximum rate of charge for such work shall be fixed by the Commissioner with the previous sanction of the Corporation.
