(2)The President or, in his absence or during his incapacity to attend to his duties or during the vacancy of his office, the Vice-President may, whenever he thinks fit and shall, within a period of ten days from the date of receipt of a requisition signed by not less than one-fifth of the total number of members of the committee, convene either an ordinary or a special meeting at any other time:Provided that the requisition shall specify the purpose for which the meeting is to be held.
