Section 50 in Punjab Panchayat Samitis and Zila Parishads Act, 1961
50. Prosecution.-
Unless, otherwise expressly provided, no court shall take cognizance of any offence punishable under this Act or any rule or by-law made thereunder, except on the complaint of or upon information received from the Panchayat Samiti or some person authorised by the Panchayat Samiti or by the Executive Officer in this behalf.
