Section 40(4) in The Dibrugarh University Act, 1965
(4)The State Government shall, by notification in the official Gazette, appoint the date, and on and from such date the Authorities of the University constituted under sub-section (3) shall commence to exercise the powers and duties conferred upon them by or under this Act, the first Statutes, the first Ordinances and the first Regulations.
