5. Meeting of Authority.
(1)The Authority shall meet at such time and place and shall follow such rules of procedure for transaction of business of the meeting as the Chairman may decide.(2)Every meeting of the Authority shall be presided over by the Chairman or in his absence, by the Vice-Chairman.(3)The quorum for a meeting of the Authority shall be five.(4)The meeting of the Authority may be held at least once in six months.(5)Every matter to be decided by the Authority shall be considered and disposed of at the meetings of the Authority in accordance with the decision of the majority of the members present. The Chairman or the presiding Vice-Chairman shall have the casting vote.(6)No act or proceedings of the Authority shall be questioned or shall be invalidated merely on the ground of existence of any vacancy or defect in the constitution of the Authority.
