Section 241(1) in Rules of Procedure and Conduct of Business in Lok Sabha
(1)The seat of a member shall be declared vacant under clause (4) of article 101 of the Constitution on a motion by the Leader of the House or by such other member to whom the functions are delegated in this behalf by the Leader of the House.
