SHRI A.P.JITHENDER REDDY (MAHABUBNAGAR): At a Joint Conference of Chief Ministers and Chief Justices of High Courts held on April 24, 2016, the Honorable Prime Minister, Shri Narendra Modi had highlighted a genuine hurdle to the smooth functioning of Government machinery including sustained economic development- which is the holding elections year after for different State Assemblies.
A lot of resources, including man-power and funds are required to carry out these elections. Due to this continuous focus on elections, there is limited time available to focus on crucial Government business in a sustainable manner, and as a result, there is a serious backlog of legislations. Ultimately, development takes a backseat due to these elections.
I strongly urge the Government to consider fixing the term of Lok Sabha and State Assemblies simultaneously, regulating mid-term dissolutions, and setting safeguards within the Constitution to address issues being faced with regard to the Model Code of Conduct.
