(1)For theatres, cinemas, race meets and other places of amusements, a bar licence may, with the previous sanction of the Excise Commissioner, be granted by the Deputy Commissioner for the retail sale of foreign liquor on payment of fees prescribed in Rules 224 and 225 supra :Provided that for a special reason which shall be recorded such licence may be granted to any person other than a retail licensee.
