(4)Any person contravening any rule under this Act, for the contravention of which no special penalty is provided shall be punishable with imprisonment for a term which may extend to one month or with fine which may extend to five hundred rupees or with both:Provided that no prosecution under this sub-section shall be instituted without the previous sanction of the Divisional Forest Officer.
