Section 9(1) in The Orissa Ministers' Motor Car Advance Rules, 1967
(1)At the time of drawing the advance, the Minister shall execute an agreement in Form I and on completing the purchase, he shall further execute a mortgage bond in Form II hypothecating the motor car to the Governor of Orissa as security for the advance.
