Section 3(3)(a) in The Jammu and Kashmir Homoeopathic Practitioners Act, 2003

(a)four members shall be nominated by the Government, one of them, if possible, being a person connected with recognized institution for the purpose of giving instructions in Homoeopathic System of Medicine as the Government may determine ;
