Section 233(1) in The Punjab Motor Vehicles Rules, 1989
(1)An appeal against the judgment of the Claims Tribunal, shall be preferred in the form of a memorandum signed by the applicant or by anadvocate duly empowered by such applicant in this behalf, before the HighCourt.
