(1)For the purposes of this Act [the Government] [Substituted by Act X of 1996 for 'His Highness'.] shall divide the territories of the State into civil districts.(2)[The Government] [Substituted by Act X of 1996 for 'His Highness'.] may [on the recommendation of the High Court] [Inserted by Notification No. 3-L/85 published in the Government Gazette dated 8th Bhadon, 1985.] alter the limits or the number of these districts.
