Section 6(1) in The Orissa Veterinary Practitioners Rules, 1976
(1)If the number of duly nominated candidate after any withdrawal of candidature under Sub-rule (1) of Rule 5 does not exceed four, the Returning Officer shall, without calling for a poll, declare such candidates to be elected and if such number exceeds four, he shall take steps to called for a poll in the manner hereinafter laid down.
