Section 197(a) in The Coal Mines Regulations, 2011
(a)the Ammonium Nitrate-Fuel Oil mixture (hereinafter referred to ANFO) shall not be used for firing without possessing a valid license for storage and preparation of ANFO explosives and also for transport of such explosives on surface from the licencing authority under the explosives Act, 1884;
