Section 39(f) in West Bengal Co-operative Societies Rules, 2011
(f)The seats reserved under clause (a) , (b), (c) and (d) shall be filled up by election amongst the members of respective communities by ballot. If the seats cannot be filled up thus, the same shall be filled by co-option from amongst the members of respective communities.
