Section 116(e) in Rajasthan Panchayati Raj Rules, 1996
(e)the person in-charge of public roads, play grounds, plantations, canals, drainage work, embankments and the like, to any public servant who finds the cattle causing damage to such roads, grounds, plantations, canals, embankments and the like or the sides or slopes of such roads, canals, drainage works, embankments or found straying thereon;
