Section 5(b) in The Orissa Inspection of Subordinate Courts (by the High Court) Rules, 2004
(b)Process for inspection of the Subordinate Court shall be initiated by the inspection Branch of the Court after obtaining administrative approval of the Judge-in-charge of the concerned Judgeship.
