Section 2(f) in The Indian Postal Service (Group 'A') Rules, 1987
(f)"Regular Service" in relation to any grade means the period or periods of service in the grade rendered after selection according to the prescribed procedure for long-term appointment to that grade and includes any period or periods:-(i)during which an officer would have held that grade but for his being on leave or on training or on foreign assignment;(ii)taken into account for purposes of seniority in the case of these appointed at the initial constitution of the Service;
