Section 146(2) in The Punjab Motor Vehicles Rules, 1989
(2)In addition to the number of persons permitted to be carried in a public service vehicle. -(i)a child of not more than twelve years of age shall be reckoned as a half; and(ii)a child of not more than three years of age shall not be reckoned.
