23. Certificate of election.
- The Returning Officer shall grant a certificate of election in Form 12 to a candidate declared elected either under sub-rule (4) of rule 9 or under rule 22 and obtain from the candidate an acknowledgement of its receipt duly signed by him and send the acknowledgement to the District Magistrate.
