Section 4(2)(b) in The Orissa Aerial Ropeways Act, 1957

(b)such intending promoter shall, before he enters any immovable property, pay or tender payment for all necessary damage to be done and in case of dispute as to the sufficiency of the amount so paid or tendered he shall at once refer the dispute to the Collector whose decision shall be final.
