(4)Along with the E. D. ballot paper, the Returning Officer shall also send or handover the, following forms to the applicant, viz -(a)a small inner envelop (to keep the ballot paper in), in Form 19A;(b)a large outer envelope addressed to the Returning Officer in Form 19B;(c)a declaration to be made by the voter, in Form 19C;(d)instructions for guidance of the voter, in Form 19D.
