Section 2(1) in Andhra Pradesh Farmers Management of Irrigation Systems Rules
(1)An ordinary election shall be held for the purpose of constituting a Water Users' Association after the commencement of the Act and on the expiration of the term of the Water Users' Association or on vacation of such office either by death, resignation or recall.
