38. Vacancies, etc., not to invalidate proceedings of Committee.-
No act or proceeding of the Committee or of a State Committee or of a Joint State Committee, as the case may be, shall be invalid by reason only of the existence of any vacancy amongst its embers, or any defect in the constitution thereof.
