Section 2(1)(b) in Delhi Prisons (Inspection, Meetings and Duties of Officers) Rules, 1988

(b)During the inspection, he shall notice failure of any Officer to comply with any of the provisions of the statutes, statutory rules, executive orders of the Delhi Administration and observations made by the Lieutenant Governor and himself during the earlier inspection and proceed to punish such an Officer forthwith.
