Regarding The Name Of Colonial Era Roads After The Names Of Freedom Fighters. on 4 August, 2015

Sixteenth Loksabha an> Title: Regarding the name of colonial era roads after the names of  freedom fighters.

SHRIMATI ANUPRIYA PATEL (MIRZAPUR): Hon. Chairman, Sir, there is a quote inscribed in English in the North Block and in Persian in the South Block which says:

“Liberty shall not descend to people; people must raise themselves to liberty. It is a blessing that must be earned before it can be enjoyed. ”             India attained freedom from the British in the year 1947. But it is quite unfortunate that the imprints of the colonial legacies still exist in the form of certain names of certain roads in the National Capital of Delhi like Minto Road, Hailey Road and Chelmsford Road. An independent nation has no compulsion to continue with such names which reflect colonial legacy. Hence, I would urge the Government that these names are changed and the roads are re-named after the freedom fighters of India.

SHRIMATI MEENAKASHI LEKHI (NEW DELHI): Hon. Chairman, Sir, it so happens that I am here in the capacity of a Member of Parliament from New Delhi. Two of my friends, both Shri Mahesh Giri and Shrimati Anupriya ji have raised a very valid point. These issues have been pending before the NDMC since 2014. I have already written in the year 2014 and in May 2015 there was a blackening which happened of Aurangzeb Road. I had already written. I assure both my friends यह पुराने मसले हैं जो 2014 और 2015 में कौंसिल की मीटिंग में लिए गए हैं। इसके बावजूद आप दोनों का जो आग्रह आया है, मैं एनडीएमसी कौंसिल को अवगत कराऊंगी। मैं पूर्व में इसकी चेयरमेन थी। मैं आपको एश्योर कराती हूं कि जो मसले पहले मैं उठा चुकी हूं और आपकी भी स्वीकृति है, तो हम इस पर काम करेंगे। लेकिन आज जिस मसले को लेकर मैं सदन के सामने आई हूं, वह मसला है कि बाहर कई तरह के नारे लग रहे हैं। कोई कहता है कि मर्डर आफ डेमोक्रेसी। मुझे लगता है कि मर्डर आफ डेमोक्रेसी इस ऑगस्त हाउस का हुआ, जब डिसकशन, डिबेट और डिसेंट जैसी परम्पराओं को छोड़कर लोग प्राइवेट टीवी चैनल्स पर आकर बोलने लगे। जब से टीवी चैनल्स ने इस सदन को कवर करना शुरू किया तो बहुत सारे लोगों ने पैम्फलेटबाजी और तरह-तरह के जो पोस्टर्स हैं, उनका चलन सदन में शुरू किया। मेरा यह मानना है कि अगर देश का, लोकतंत्र का सर्वोच्च सदन, जो कि यह संसद है, इस संसद का इस्तेमाल अपने वि­ायों और मुद्दों को उठाने के लिए होना चाहिए। जो मुद्दे हम यहां उठाते हैं, वे टीवी चैनल्स पर चलने चाहिए, न कि इसके विपरीत अवरोध हो।
We have seen the frequent disruptions which this House has undergone. People have elected us and have given us a duty and a responsibility. The duty and the responsibility means we are accountable to the people of this nation. As per some reports, something like Rs.81 crore has been the loss to the exchequer, something like Rs.145 and odd crore was lost in 2013. I think this is not the way. Our answerability is to the people of this nation. It is high time we take a vow to abide by the rule book. The rule book also has been made by this House and this House has to abide by the rule book. When people are criticising the suspension of certain Members of Parliament, I can only say that the Speaker has exercised utmost restraint in executing this particular methodology. Finally her patience was getting tested and under the rule book she has taken the particular recourse which has been taken in the past. I only want this House to welcome this and we should take a pledge that we will not disrupt the proceedings.
