Section 5(e) in The Orissa Cargo Boats (Licensing and Regulation) Rules, 1960
(e)that in the case of Class I cargo boats-(i)the free-board of the boat, when fully loaded is ascertained in the manner prescribed in Appendix III to these rules;(ii)the boat is fitted with a caboose or fire-place in a suitable position.
