Section 61(3) in The Indian Post Office Rules, 1933
(3)If the Postmaster General is satisfied that it is necessary or expedient so to do to meet the rush of work in a Night Post Office or a Mobile Post Office and to ensure the equitable availability of facilities provided therein to all persons, he may, by notice displayed on the notice board of such Post Office, restrict the number of registered articles that may be tendered for booking by any person at one time at such post office during such hours as may be specified in the notice.
