Section 24(1) in The Orissa Motor Vehicles Rules, 1993
(1)When possession of motor vehicle is transferred by the registered owner to another person under a hiring agreement the registered owner shall forthwith intimate the fact and the full name and address of the transferee to the registering authority of the area in which the said owner has his residence or place of business.
