33.
On confirmation in the Service a member of the Service shall draw pay in accordance with the time-scale of the junior grade, provided that the State Government may grant on first appointment advance increments according to age and qualifications to a candidate who is above the age of 25 years and is exceptionally qualified in respect of scientific, technical or administrative experience of attainments.
