Section 17(3) in The Jammu and Kashmir State Agricultural Produce Marketing (Regulation) Act, 1997
(3)The Chairman shall not preside over the meeting but such meeting shall be presided over by an officer of the Government as the Director may appoint for the purpose. However, the Chairman shall have a right to speak and otherwise to take part in the proceeding of the meeting.
