Section 8 in The Darjeeling Gorkha Hill Council Act, 1988
8. Qualification for membership of General Council. -
A person shall not be qualified to be elected as a [Councillor] [Word substituted by W.B. Act 3 of 1994.] of the General Council unless he is an elector [from any one of the constituencies referred to in section 6] [Words and figure substituted by W.B. Act 5 of 1989.].
