Section 5(a) in The Orissa Loan Stipend Fund Rules
(a)The Government shall on the recommendation of the Committee settle the subject or subjects for the study of which loan shall be granted during the year. The State Government may invite applications for loans in prescribed forms in the Schedule 'A' annexed hereto by public advertisement in Press.
