Section 214(3) in The West Bengal Motor Vehicles Rules, 1989
(3)Notwithstanding anything contained in sub-rules (1), (2), (4) and (5), the State Transport Authority may, give general instructions as to the manners in which the delegates shall exercise the powers delegated to them.
