- Subject to the provisions of this Act, the Statutes, the Ordinances and the Regulations, Rules may be made for the purpose of carrying out the provisions of, or exercising the powers conferred by, this Act or to provide for matters which, by the Statutes, the Ordinances or the Regulations, are required to be prescribed by Rules.
