Facts:­ 

1. Applicant   submitted   RTI   application   dated   20   March   2012  before the CPIO, LIC of India, Kolkata to obtain information  regarding   recovery   of     LTC   amount   from   his   salary   and   the  rules governing the same through five points.

2. Vide   CPIO   order   dated   23   April   2012,   point   wise  information   was   furnished   to   the   appellant   which   failed   to  satisfy him. 

3. Appellant  preferred appeal  dated 21 May 2012 before the  first appellate authority. 4. Matter  was disposed of vide FAA  order dated 15 June 2012 vide which the order of the CPIO was  upheld.

5. Appellant preferred second appeal before the Commission. 

6. Matter was heard today via videoconferencing from Kolkata  where   respondent   as   above   were   present.   Appellant   was   heard  from   North   24   Parganas.   Appellant   submits   that   he   has   been  pursuing   the   matter   with   the   concerned   officials   since   the  last four years and is yet to have clarity regarding the rules  that   were   applied   in   his   case   for   recovery   of   LTC   amount  already   paid   to   him.   CPIO   submits   that   the   general   rules  pertaining   to   LTC   were   hosted   on   the   official   website   and  there   was   no   specific   rule   pertaining   to   the   situation  described by the appellant in his RTI application.

After hearing both parties Commission directs the CPIO to  provide to the appellant, the web route required to be taken  to access the information pertaining to LTC rules within one  week of receipt of the order. The fact that the appellant has  been   forced   to   take     recourse   to   the   RTI   Act   in   order   to  redress  his  personal grievance arising out of application of  LTC   rules   in   his   case   is   a   poor   reflection   on   the  interpersonal   relations   between   the   management   and   the  employees  at the Kolkata office. Commission places  on record  that   the   CPIO   has   offered   to   discuss   the   matter   with   the  appellant   outside   the   framework   of   the   RTI   Act   within   two  weeks   as   part   of   his   larger   effort   to   establish   a   better  working relationship with employees.
