Section 8(1) in The Haryana and Punjab Agricultural Universities Act, 1970
(1)Each corresponding University shall, subject to the provisions of this Act and the Statutes, be open to all persons:Provided that nothing herein shall require any such University to admit to any course of study a number of students larger than the prescribed number.
